PDFC was a Nurse Midwife based clinic providing prenatal, well woman, and gynecological services to residents of South Phoenix. The Authority’s loan was utilized for tenant improvements and equipment. It was recognized by both the March of Dimes and the Arizona Department of Health Services for demonstrating significant reductions in low birth weight babies and increased prenatal care visits for its generally low income population. At the end of 2005, PDFC learned that their malpractice insurance would increase over 300%. The PDFC’s client base could not support this level of increase and the volunteer board reluctantly decided to cease operations.
